How many times have clients come to you asking for their passprot application form to be witnessed? A typical example happened this week. A client placed the passport application form in from of me and asked me to sign it. I replied that generally a JP is not required to sign the form unless the applicant wishes to make a declaration for special circumstances. He asked me to witness the form. I referred him to the witness section where it mentioned instruction #12 on who can be a witness. I asked him if he had read the instructions. The reply: "No. I tore them off!"
