Clients usually require to make a declaration of identity because they have lost all forms of ID which results in their not being able to access numerous services, including opening a bank account. The best declaration of ID is one where a photograph of the client is attached as otherwise there is no proof that the person presenting the declaration is the same person whose name is on it or who has signed it. However there have been cases where the client cannot even afford the cost of a passport photo in which case the declaration with no photo will have to suffice and there is no guarantee that the organisation requiring the declaration will accept it. Note that in the declaration with photo the JP signs under the photo after the words "Certified true likeness of the declarant" the JP is not certifying the identity of the client, only that the person signing it is the one in the photo.
